Rezumat

Ensuring national security in all areas of state activity is one of the imperatives of its existence as a sovereign and independent state with regards to other nation-states in the world of politics. Interests and national security goals are the foundation from which action paths should be drawn. These are the ways of ensuring national security with consideration to the dynamic and complex international security landscape. However, the directions of actions are subsumed under the obligation to prevent, to combat, and to answer, in a credible manner, based on the constitutional principle of the unitary coordination, to current potential threats, risks, and vulnerabilities of the Republic of Moldova, or those that it may face in the future. Some avenues for action and modalities to ensure a high degree of national security to the Republic of Moldova include: - Strengthening strategic credibility through policy continuity and predictability, both internally and externally. - Strengthening strategic credibility is based on ensuring the consolidation of the capabilities to defend the nation-state, maintain public order within it, and ensure all other security aspects at the national level. - Providing an adapted legal framework, both for unitary coordination of activities regarding national defense and national security, but also for the organization and functioning of institutions with responsibilities in the area of solving the Transnistrian conflict, which is a source of risk and instability. Furthermore, the conflict is an active ongoing source of security challenges, tension for citizens, and destabilization of the socio-economic and political situation in the Republic of Moldova. - The existence of an unsettled military conflict in RM, together with the illegal presence of foreign troops on its territory, seriously affects the democratic establishment and threatens the existence of the Republic of Moldova as a viable state.
