This paper lists some ways of trickling out auctions to create corruptive opportunities. The "win" can be the perfor-mers of the works, the goods ordered to be purchased; in loss every time will be society. A way to circumvent the cases of corruption, in the view of the authors, accepting indicative planning: not the tender that can be tampered with, the plan determines the perfor-mers, the suppliers of goods to the government, the municipality. |
