Rezumat

In 2001, there was approved “The concept of attic  construction in  the  existing residential buildings on the territory of the  municipality of Chisinău”, according to which it was allowed to  build new  pitched roofs on top of the existing residential buildings with flat roofs. In  the resulting areas there could be located residential apartments, offices,  hotel rooms, etc. Attics  could also be placed under the roofs of existing buildings,  which have historical and architectural value. Today in Chisinău attics are built on top of the following types of buildings: residences for small families; buildings  constructed during the Soviet period of socalled types “stalinka”, “khrushchevka” and “brezhnevka”; the monuments of  architecture, located in the historic center of the city, as well as on top of some administrative buildings. Unfortunately, there aren’t a lot of good examples of attics built on top of buildings of the Soviet period, though one can find some examples of successful architectural solutions on Gr. Vieru, Trajan and Decebal boulevards. In the central part of the capital there are a lot more of good examples of new attics built under the existing roofs of the monuments of architecture. Another problem is the substitution of the concept of  “attic building” by the concept of “construction of new floors”.  Recently, in Chisinău, there appeared a number of ugly  superstructures on top  of old buildings of the Soviet period that make those buildings look like ugly  mushrooms. Violations during such attic constructions led to deplorable  situations –  the fire burned the upper part of a residential building on the Independenţei street and the roofing of a residential building collapsed in the  Buiucani sector. The author of this article believes that it is  imperative to urgently improve the attic construction legislation in the capital of the Republic of Moldova.
