Article 3 of the Universal Declaration of Human Rights establishes that ,,Everyone has the right to life, liberty and security of person.” To guarantee and protect these values, the signatory states are obliged to provide a regulatory mechanism in order to ensure the fulfillment of obligations in this sense. Obviously it is necessary for the state to create power structures in order to ensure the observance of public order. One of these organs is - the police, a specialized public institution of the state, which has the mission of defending fundamental human rights and freedoms by ensuring and restoration the public order and security |
