Rezumat | |||||
On the 27th of August 1991, the Parliament of the Republic of Moldova issued a Declaration of Independence, a catalysing event which led to the establishment of the state’s structures. Subsequently, appropriate guidelines regarding the establishment of the National System of State Distinctions were created. This process was accelerated by the demands made towards the Presidency as a result of the ongoing military conflict on Dniester River. It became necessary for the state of Republic of Moldova to support the defenders fighting for its own territorial integrity. The Draft Law regarding the State Distinctions, where there were no local traditions and professionals in the phaleristics domain, was developed by the HR and Decorations Department within the Presidency. The author was the main creator of this act. There were requested various opinions on the matter from the Academy of Science, ministries and Creative Unions and collectively 12 Orders (with 16 various names), 22 Medals (with 26 names) and 14 Honorary Titles were proposed for consideration. The final Project, debated in the Parliament, was subsequently elaborated by the Presidency and comprises the following Distinctions System of the State : two Orders („Ordinul Republicii” [“The Order of the Republic”], „Ştefan cel Mare” [“Stephen the Great”]), four Medals („Meritul Militar” [“Military Merit”], „Pentru Vitejie” [“For Courage”], „Mihai Eminescu”, „Meritul Civic” [“Civic Merit”]) and three Honorary Titles. The Law regarding State Distinctions of the Republic of Moldova was approved by the Parliament of the Republic of Moldova on the 30th of July 1992 obtaining a majority of votes and is still currently valid. |
