Rezumat | ||||||
Local government can either take direct responsibility for public services organization and functioning - direct management - or delegate this responsibility to other subjects - conceded management. When management is direct, public administration, in general, and local government, in particular, is playing the main role in public services organization and management, while dealing with various challenges. While analyzing the evolution of such direct management challenges, we can conclude that these are generally constant, regardless of the analyzed timeframe. However, the manner in which local government is facing these challenges has been different, with new solutions discovered - from modernizing existing local administrative practices to the involvement of the private sector or development partners. |
