Rezumat

Regional development is based on numerous components related to the territory and the population, not least of which are the aspects related to health, education and culture. In the presentation, a series of elements related to the infrastructure of health, education and culture in the Northern Development Region of the Republic of Moldova are addressed. This region includes 11 rayons in the north of the country, with the centre in Balți municipality. The total area is 10 014 km2, with a population of approx. 975 thousand inhabitants, distributed in 572 localities, of which 20 are urban. The infrastructure related to health, education and culture contributes to the regional development indicators and to the well-being of the population, being closely related to the demographic and socio-economic evolution at the regional and local level. In the health component, various aspects related to the number, evolution and type of medical and sanitary units, the indicators related to the number of medical personnel and their ratio per 10 000 inhabitants, the degree of insurance with general and specialist doctors, hospitalization capacity, medical accessibility were investigated. Additionally, the morbidity and mortality of the population caused by various diseases, as well as the interference between the environment and the health of the population were taken in consideration. In the education component, the educational institutions and their type, the number of students and teaching staff, the technical and material endowment were taken into account, and in the culture component, cultural institutions such as cultural centres, libraries, museums, theatres, art and music schools, creative centres and circles, as well as general analysis of the field at regional and local level. The Northern Development Region of the Republic of Moldova, like the entire country, still has a well-developed infrastructure in the field of health, education and culture. The sharp demographic decline, the socio-economic crises of the last decades, as well as the often inadequate reforms, lead to a decrease in the number of institutions, staff and the quality of services. For example, the number of doctors decreased from 2324 in 2003 to 1597 in 2020, also affecting the ratio of doctors per 10 thousand inhabitants, from 22.4 in 2003 to below 18 today. The level of provision of doctors in medical institutions in the region varies from 61% to 98% in the various medical units and districts. The degree of insurance of the population and accessibility to primary and emergency medical assistance varies from locality to locality, the aim of regional development being the appropriate and qualitative provision of medical services. The field of education and culture is even more strongly affected by the decrease in population, which is reflected in the decrease in the number of pupils, students and teaching staff, and subsequently in the abolition of educational institutions, especially in small and medium-sized settlements, for example, the number of primary and secondary educational institutions per region decreased from 501 in 2003 to 399 in 2023. The demographic and socio-economic crisis affects the fields of education and culture through the lack of potential and funding, leading to long-term consequences on regional and local development. The importance of medical, educational and cultural infrastructure on regional development is obvious, although it often manifests itself indirectly and in the long term.
