The scope of this work is to present and analyze the structural and legal changes pertinent to the notions of Public Property and Public Domain. It describes how the State is taking on different roles and is engaging in transactions both as the owner of and also the subject of, Public patrimony. The paper presents a number of examples (laws,interpretations) where notions and boundaries of local (Municipal) properties and interests are interpreted from the General Domain of Public goods and interest. The detailed analysis, including the evolution of the legal framework regarding Public, State and Private property, concludes with reflections on the potential future development of this approach.
