Lately, the international community pays a special attention to the particularities of preventing and counteracting terrorism and all its forms of manifestation. An important place in this activity lies in the legal-criminal regulation of the ways of exteriorizing the concrete terrorist facts. The efforts of the international community have been outlined by the adoption of a number of international conventions in the field. The legislator of the Republic of Moldova, by adhering to the respective conventions, has taken a number of concrete actions to comply the internal normative acts with the international ones. In the context, several amendments and additions to the Criminal Code of the Republic of Moldova have been made over the past years. Thus, for the first time, the notion of terrorist offenses (violations of a terrorist character) was included in the national criminal law, clearly expressing the composition of offenses belonging to this category. The increased attention to this kind of crime is conditioned by several specific factors, among which the following can be mentioned: the increased social danger, the particularities of the operation mode, the severity of consequences, the social resonance of the terrorist actions, the impact on the most important values and social relations protected by law, etc. This article presents a study on the peculiarities of the attribution of criminal acts to the category of terrorist offenses, making an attempt to identify their common features, including the views of other researchers. In this context, a polarization of the views of different authors is attested, which confirms the complexity of the subject and the need for further multilateral studies.
