Trying to regulate prices administratively could have counter-productive effects: on the one hand over-regulation will not allow removal of the causes influencing price increases (including unjustified), on the other hand it would create risks for private
initiative. Empirical studies indicate that among the factors that determine the high level of prices in Moldova we could point out the economic distortions (the existence of economic sectors in which anti-competitive practices apply, inefficient functioning
of many public enterprises); intentional inclusion of unjustified price structure components; practicing schemes, which go beyond the legal field, or who may be classified as fraudulent, but for which there are no sanctions in the national legislation. |
