În acest articol se examinează esența și importanța puterii soft în discursul extern al SUA și direcțiile de activitate ale acestui instrument în condițiile Republicii Moldova. Se determină conceptul de soft power, modalitățile de manifestare și surse principale ale acestuia. Se constată că puterea soft constituie un mijloc de a obţine rezultatele favorabile, mizând pe convingere, participare voluntară, simpatie şi atracție, reprezentând capacitatea de a influenţa alte state în vederea realizării propriilor scopuri, prin intermediul cooperării în anumite domenii, direcţionate spre convingere şi formarea unei percepţii pozitive. Se remarcă că guvernul SUA acordă o atenție deosebită instrumentelor puterii soft, implementate atât de agențiile guvernamentale, cât și de un număr mare de organizații comunitare și indivizi, având drept scop modelarea unei imagini pozitive externe a statului. În ceea ce privește implementarea instrumentelor puterii soft a SUA în condițiile Republicii Moldova, se ajunge la concluzia că statul american este deschis spre oferirea unor şanse reale pentru cunoaşterea și valorificarea realizărilor naţiunii americane. Reieșind din faptul că SUA constituie o supraputere pe arena internațională, construirea unui parteneriat strategic între Republica Moldova și SUA ar avea o relevanță deosebită în rezolvarea mai multor probleme cu care se confruntă statul nostru, de exemplu integritatea statului, integrarea europeană, democratizarea societății etc. Statul american are o experiență bogată și reușită în utilizarea puterii soft, de aceea Republica Moldova, ar trebui să ”adopte” anumite aspecte ale acțiunii blânde în politica sa externă.

In this article is analyzed the essence and importance of soft power in the US foreign speech, as well as directions of activity of this instrument under the conditions of the Republic of Moldova. The soft power concept, its manifestations and its main sources are determined. It is argued that soft power is a mean to obtain favorable results, relying on conviction, voluntary participation, sympathy and attraction, representing the ability to influence other states in order to achieve own goals, through cooperation in certain areas, directed towards persuasion and formation of a positive perception. It is noted that the US government pays particular attention to soft power tools, implemented by both government agencies and a large number of community organizations and individuals, with the purpose of shaping a positive external image of the state. Regarding the implementation of the US soft power instruments under the conditions of the Republic of Moldova, it is concluded that the USA offers real opportunities in order to know and capitalize the achievements of the American nation. Given that the US is a superpower on the international arena, development of a strategic partnership between the Republic of Moldova and the US has a particular relevance in solving several problems that our state cope with, such as state integrity, European integration, democratization of society, etc. US has a rich and successful experience in the use of soft power, that is why the Republic of Moldova should “adopt” some certain aspects of the soft action in its foreign policy.

Dans cet article est analysé l’essence et l’importance du pouvoir doux dans le discours étranger des États-Unis, ainsi que les directions d’activité de cet instrument dans les conditions de la République de Moldova. Le concept de soft power, ses manifestations et ses principales sources sont déterminés. On fait valoir que le soft power est un moyen d’obtenir des résultats favorables, en s’appuyant sur la conviction, la participation volontaire, la sympathie et l’attraction, représentant la capacité d’influencer d’autres états pour atteindre leurs propres objectifs, grâce à la coopération dans certains domaines, dirigée vers la persuasion et la formation d’une perception positive. Il est à noter que le gouvernement américain accorde une attention particulière aux outils électriques souples, mis en oeuvre à la fois par les agences gouvernementales et un grand nombre d’organisations communautaires et d’individus, dans le but de façonner une image extérieure positive de l’état. En ce qui concerne la mise en oeuvre des instruments de soft power des États-Unis dans les conditions de la République de Moldova, il est conclu que les États-Unis offrent de réelles opportunités pour connaître et capitaliser les réalisations de la nation américaine.Étant donné que les États-Unis sont une superpuissance sur la scène internationale, le développement d’un partenariat stratégique entre la République de Moldova et les États-Unis revêt une importance particulière pour résoudre plusieurs problèmes auxquels notre état doit faire face, tels que l’intégrité de l’état, l’intégration européenne, la démocratisation de la société, etc. Les États-Unis ont une expérience riche et réussie dans l’utilisation du pouvoir doux, c’est pourquoi la République de Moldova devrait “adopter” certains aspects de l’action douce dans sa politique étrangère.

В данной статье рассматриваются сущность и значение мягкой силы - «soft power» - во внешнеполитическом курсе США и направления деятельности этого инструмента в условиях Республики Молдова. Обозначен также концепт понятия мягкой силы, способы проявления и ее основные источники. Констатируется, что мягкая сила - это средство для достижения благоприятных результатов, основываясь на убежденности, добровольном участии, сочувствии и привлекательности, представляя собой способность оказать влияние на другие государства для достижения собственных целей посредством сотрудничества в определенных областях, нацеленного на убеждение и формирование позитивного восприятия. В статье отмечается, что правительство США уделяет особое внимание инструментам мягкой силы, которые используются как государственными органами, так и большим количеством общественных организаций и отдельных лиц, с целью формирования позитивного внешнего имиджа государства. Что касается применения США инструментов мягкой силы в условиях Республики Молдова, делается вывод о том, что американское государство открыто к тому, чтобы предложить реальные возможности для познания и использования достижений американской нации. Исходя из того, что США являются мировой сверхдержавой, выстраивание стратегического партнерства между Республикой Молдова и США было бы особенно актуально при решении ряда проблем, стоящих перед нашим государством, таких как территориальная целостность, европейская интеграция, демократизация общества и т. д. Американское государство имеет богатый и успешный опыт использования мягкой силы, поэтому Республика Молдова должна «перенять» определенные аспекты мягких действий в своей внешней политике.
