The juvenile delinquency is a phenomenon, which determined the orientation of researches from several fields of study to explain and predict the deviant and delinquent behaviors of adolescents,but on the working agenda of supranational institutions, this issue conditioned the concentration of criminal policies on the prevention and fight against the nominated phenomenon. The existence of an international plan for the prevention of juvenile delinquency is one of the multiple indicators for assessing child justice systems. The UN Committee on the Rights of the Child, urges states parties, to improve coordination efforts between the different authorities responsible for the protection of children's rights and to consider the possibility, to establish specialized courts in all regions of the country, to appoint trained specialized judges to ensure that all professionals the juvenile justice field be trained in the light of relevant international standards, examine the possibility of introducing alternatives to detention, such as diversification, reconciliation and mediation. In this paper, the authors realizedan analysis and systematization of the international instruments, which aim to achieve the declared purpose of preventing and combating the juvenile delinquency phenomenon. The scientific research is based on both doctrine and national and international legal regulations. Moreover, the present study attempts to solve some problematic issues, which may not even have a unique solution but tend to be a goal and a research goal of the community in general. As a result of the research, the authors undertake a complex analysis of the impact of the measures taken by the international community on the prevention of juvenile delinquency in the interconnection with the positive and negative obligations of the state placed under the responsibility of the national legislator from general fundamental perspectives and related to the global social policy.
