The problem of investment in human capital concerns today all countries competing for progress and prosperity, but especially the countries in transition to market economy. In today's economy, the investment in education and training of employees are at least as important as investment in property. Issue of investment in human capital is a very actual subject also for Moldova. With political and economic break down barriers, the national owner of skills and knowledge enters in to fierce competition with local human capital in an area of high economic performance, which reveals a number of our country specific problems such as low productivity, reduced health, poor quality of training, etc.
