Rezumat

The local government in Moldova is going through a very long and difficult process of reformation. Because of political instability and lack of political will these reforms are of inconsistent, stagnant and inefficient, the attributes are not clear, the steps to modernization are occurring in a tempo diminished. Elements of organizational culture in a public institution based on democratic values collide with other aspects deeply rooted, such as bureaucracy, corruption, nepotism phenomenon very difficult to remove. In the order of outlined ideas we note that public authorities do not appear to be a mix of people and resources; but form a set of values and assumptions which determine their own organizational culture. Maturity also affects directly the institutional organizational culture, the people involved, their past experience of organization: their system of values and beliefs contribute to the liveliness of the institution.
