Fenomenul dezinformării produce tot mai multă îngrijorare guvernelor naționale, dar și comunităților internaționale. Expunerea cetățenilor la dezinformare pe scară largă reprezintă o provocare majoră pentru societatea civilă și autorități, pentru cercetători și mediul jurnalistic. Societățile democratice deschise depind de dezbaterile publice care permit cetățenilor bine informați să-și exprime voința prin procese politice libere și echitabile. Mass-media joacă un rol esențial în furnizarea de informații, care să le permită cetățenilor să își formeze propriile opinii și să se implice efectiv și activ în viața societății democratice. În Uniunea Europeană, democrația se bazează pe existența unor mijloace de informare libere și independente. Accesul facilitat la informații diverse de calitate poate crește rata de participare la procesele democratice, oferind tuturor posibilitatea de a se implica. În prezent, Internetul a sporit considerabil nu doar volumul și varietatea știrilor puse la dispoziția cetățenilor, dar a și schimbat profund modul în care cetățenii accesează și gestionează știrile. În articolul prezent sunt examinate succint abordarea europeană a fenomenului dezinformării, reflectată amplu mai ales în cercetările realizate sub egida autorităților Europene și principalele studii efectuate mai recent în Republica Moldova la subiectul dat.
Along with other forms of hybrid threat, the phenomenon of disinformation is causing increasing concern to national governments, and also to the international community. The exposure of citizens to widespread disinformation represents a major challenge for civil society and authorities, for researchers and journalists. Open democratic societies depend on public debates that allow well-informed citizens to express their willingness through free and fair political processes. The media plays an essential role in providing information that enables citizens to form their own opinions and to engage effectively and actively in the life of democratic society. In the European Union, democracy is based on the existence of free and independent media. Facilitated access to diverse, quality information can increase participation in democratic processes, giving everyone the opportunity to get involved. Today, the Internet has greatly increased not only the volume and variety of news to that citizens have access, but has also profoundly changed the way citizens access and manage news. In this article, we will briefly present the European approach to the phenomenon of disinformation, widely reflected especially in the research carried out under the auspices of the European authorities, but we will also review the main studies available on this subject.
Le phénomène de la désinformation inquiète de plus en plus les gouvernements nationaux, mais aussi les communautés internationales. Exposer les citoyens à une désinformation généralisée est un défi majeur pour la société civile et les autorités, les chercheurs et l'environnement journalistique. Les sociétés démocratiques ouvertes dépendent de débats publics qui permettent aux citoyens bien informés d'exprimer leur volonté par le biais de processus politiques libres et équitables. Les médias jouent un rôle essentiel dans la fourniture d'informations, permettant aux citoyens de se forger leur propre opinion et de s'impliquer efficacement et activement dans la vie de la société démocratique. Dans l'Union européenne, la démocratie repose sur l'existence de médias libres et indépendants. Un accès facilité à diverses informations de qualité peut augmenter le taux de participation aux processus démocratiques, donnant à chacun la possibilité de s'impliquer. Aujourd'hui, Internet a considérablement augmenté non seulement le volume et la variété des nouvelles mises à la disposition des citoyens, mais a également profondément changé la façon dont les citoyens accèdent et gèrent les nouvelles. Le présent article examine brièvement l'approche européenne du phénomène de la désinformation, qui se reflète largement notamment dans les recherches menées sous l'égide des autorités européennes, mais présente également les principales études menées plus récemment en République de Moldova sur ce sujet.
Феномен дезинформации вызывает все большую озабоченность у национальных правительств, а также у международного сообщества. Подверженность граждан широко распространенной дезинформации представляет собой серьезную проблему для гражданского общества и властей, для исследователей и журналистской среды. Открытые демократические общества зависят от публичных дебатов, которые позволяют хорошо информированным гражданам выражать свою волю посредством свободных и справедливых политических процессов. Средства массовой информации играют важную роль в предоставлении информации, которая позволяет гражданам формировать собственное мнение и эффективно и активно участвовать в жизни демократического общества. В Европейском Союзе демократия основана на существовании свободных и независимых СМИ. Облегченный доступ к разнообразной качественной информации может расширить участие в демократических процессах, предоставляя каждому возможность принять участие. Сегодня Интернет значительно увеличил не только объем и разнообразие новостей, доступных гражданам, но и коренным образом изменил способ, которым граждане получают доступ к новостям и управляют ими. В данной статье кратко рассматривается европейский подход к феномену дезинформации, широко отраженный, в частности, в исследованиях, проведенных под эгидой европейских властей, но также представлены основные исследования, проведенные в Республике Молдова по данной теме.
