The international organizations created by the state for reaching some goals and concrete tasks are entitled by them with determined competences fixed in the constitutive act. In comparison with the states having an absolute and exclusive competence in the domain of international relations, the international organizations have limited ones. The competences of the international organizations are also of functional nature. They create and limite the stipulations of their statutes. In this article we propose to examine the following competences of the international organizations: the normative, operational control and sanction competences. Among the international organizations’ functions we refer to the following: the deliberative function, the operational function, the normative or quasi-legislative functions and juridical ones. |
