Rezumat

This article summarizes the ideas of Constantin Stere regarding the distinct characteristics of state – territory, population, sovereignty. The definition of state is made by the constitutionalist through the prism of social cooperation, considered by him also a distinctive characteristics of state. Constantin Stere defines the state as follows: the state is a social cooperation, based on the monopoly of power of compulsion; the latter being orientated to the common good of society.
