This paper attempts to assess Republic of Moldova’s environmental, social and economic context of vulnerability by using a set of indicators focussing on both country’s vulnerability and adaption capacity. Climate Vulnerability Index (CVI) at the nationa l level is built as VRIM (Vulnerability and Resilience Indicators Model) prototype based on 19 indicators used as proxies and aggregated in a composite index. CVI is designed as a function of exposure to climate variability, sensitivity to the impacts of that exposure, and capacity to adapt to ongoing and future climatic changes. Vulnerability index determined the severity of climate change impact and attempted to quantify vulnerability. Application of CVI revealed country’s most vulnerable sectors and quantify their vulnerability to climate change based on indicators applied. CVI can inform decision makers about adaptation responses that might benefit from an assessment of how and why vulnerability to climate change varies and it may therefore prove a useful tool for policy analysts interested in how to ensure pro-poor and pro-vulnerable adaptation actions. |
