The process of democratization of our society which began at the end of the last century highlighted the issue of human rights and freedoms as a key-factor in building the rule of law. The real guarantee and insurance of citizens’ rights and freedoms shall be a final goal, an immediate result of the rule of law activity because it is formed and operates only to ensure the interests of society, in general, and its each member. It is obvious that efficiency and effectiveness of legal guarantees depends above all on the maturity of civil society institutions and the rule of law, high level of legal culture of the population and all connections of the state apparatus, the activity quality of the bodies that elaborate laws and of those that apply them.
