At present in this doctrine more and more there is often approached the idea of state responsibility and accountability to the citizen as an inherent condition in the rule of law. By essence, this means primarily the responsibility of public authorities for the way in which state power is exercised. In this context there is also included the liability of local public administration on the basis that, having been organized under the principles of descentralization and local autonomy, it is a component element of the state’s constitutional system.
