The quality assurance plan, the transition to a market economy means for our economic agencies transition from “state quality control” (involving a so-called passive-repressive approach to quality) to “quality assurance” and, in perspective, the “management overall quality” (consistently involving proactive management approach). In terms of local higher education system, transition plan should mean full harmonization with values, standards, procedures and quality assurance practices existing in the countries with experience in market economy, primarily in the EU States, which we want to be. We believe that cooperative education system is “state within a state” and would have to take into account any developments in legal, institutional and cultural achieved in recent years, Moldova, through the implementation of the acquis communautaire, in other areas (industry, construction, trade, transport, etc..).
