The special investigative activity carried out through special surveillance or research techniques represents the state activity of public interest carried out by the special investigative bodies in order to prevent and combat crimes, protect the individual, society and the state from criminal acts. Given the specific nature of special investigative measures and their clandestine nature, which seriously affect fundamental human rights, such as the right to privacy and family life, the secrecy of correspondence, the inviolability of home, it is imperative to create, at national level, a clear legal framework, which would regulate in details the procedure for implementing special investigative techniques, as well as establishing an effective control, management and coordination mechanism of them.
