Rezumat

The article contains a detailed analysis of the relational aspects of the public interest and decisionmaking, modernization of local public administration in some post-Soviet countries. The authors discover that the conceptualization of this relation differs from one state to another, depending on specific features. The principle of decentralization and local autonomy is the one that underlies the strengthening of local public administrations in different states, in the attempt of the current government to modernize the system. The proof of a state governed by law and the basis of an efficient public administration. The orientation towards modernization of many states from the post-soviet area offers premises for the elaboration of certain standards regarding local public administration, the application of some common principles of its organization and functioning, defined by law and applied in practice. The examination of different practices of the administrative system from several post-Soviet states, the evaluation of the organization principles, government functioning and the identification of an appropriate model for strengthening the examined relation is a first objective.
