Rezumat

The present article is dedicated to the vision of Constantin Stere regarding the right to vote. The scholar was remarked as one of the most devoted advocate of the introduction of universal vote. He has actively pledged to disband the electoral colleges, which were based on the property census. The constitutionalist considers the right to vote, firstly, a social function. In his vision, the voter is called to cast his opinion on the composition of the legislative organ; this comes not from his own interests, but from the interests of the society in general. Constantin Stere expresses himself in favor of obligatory vote and for a single chamber parliament, which has to ensure an adequate representation of the whole society.
