Rezumat

Welfare state is believed to be one of the greatest achievements of the twentieth century, a model that has reached "a beneficial marriage between growth and cohesion, the market place and social security, the reward of merit and support of need". Although not directly, Republic of Moldova proclames itself a welfare state – via the provisions of the articles 47 and especially 126 from the text of the Constitution. Unfortunately, de facto Moldova is far from what a welfare state typically is. Even if we take a "minimal" operational definition of a welfare state – "a state which ensures a minimal real income for all its citizens" – even in this case Moldova does not qualify. The public opinion surveys constantly show the fear of poverty to be in the top of the things moldovans are most afraid of. Migration figures are really impressive, Moldova being on the second place in the world as regards the remittances as a share of GDP. However, the article states that in the last years the country has undergone some positive changes and revealed optimistic trends, as a result of the implementation of the EGPRSP. The positive results in areas of primary attention for a welfare state – such as healthcare, education, employment, social assistance, social protection – are carefully examined. A strategic document like "EU-Moldova Action Plan" is also of an undoubted importance. The article argues that Moldova's orientation towards European Social Model is a great impetus for development of a real moldovan welfare state.
