Features of legal status, the role of applicant-aspirant in the system of subjects of accreditation legal relations as the newest type of procedure in the sphere of higher education are analyzed, its dual nature is noted: the role of applicant-expert (representative of the subject, which is authorized to conduct ESP accreditation) as well as the role of applicant-representative of the subject, ESP of which is subject to accreditation. Equivalence of the legal status of the applicant-aspirant in each of the subsystems of the subjects (in addition to the pedagogical staff, employers, the administration of the subject ESA, due to the inclusion of the applicant-aspirant to the focus groups during the on-site examination), at the preparatory stage (development, improvement, influence on the quality of implementation by formulating proposals for improvement of ESP), and at all stages of the procedure itself (along with other experts, in the Industry Expert Council, in the National Agency for Quality Assurance in Higher Education (in the process of fulfilling the duties of the applicant-expert). The methodological basis includes the method of expert assessments, special legal, comparative-legal, historical, systemic, logical methods. It has been established that it is the active role of the applicant-expert that allows to reveal "from within" peculiarities of ESP implementation, weak and strong points in the process of its formation and implementation, as well as in the process of accreditation procedure. Attention is focused on its innovative, active role in providing professional assistance - in the formation of proposals for the improvement of ESP according to the results of accreditation. The conclusion is formulated that the active dual role of applicant-aspirant allows to consider it as a guarantee of accreditation procedure effectiveness and its focus on the full satisfaction of the interests of applicants of the relevant level of higher education. |
