In a world that encounters such complex and numerous problems, the organized crime at the transnational level acts as a global contestation of the efforts for the appropriation of nations, of the aspiration to create through comprehension the durable solutions in the problems in which exist distinctions in views, overcoming the rivalries, distrust and suspicions. Alongside with the international organized crime, the human community was, unfortunately, the witness of numerous terrorist acts that appeared in various forms, from the attempts with bombs, the cost of which were the lives of unguilty people, hijacking of aircrafts and capture of ships, kidnapping of diplomats and political people and finally in form of the state terrorist acts. In these conditions the role of juridical means becomes ever more important in the prevention and struggle against these phenomena with grave implications.
