During the three decades of independence, the Republic of Moldova failed to build a rational and effi cient system of public power. Territorial reorganization of subnational public power, in the current conditions of state development, has become a necessity. The reorganization of the territorial model of organization of the existing subnational public power requires consideration of several factors, among which the political factor has an important role. Given that early parliamentary elections took place in the Republic of Moldova on July 11, 2021, it is relevant, in order to know the possible developments in the territorial organization of subnational public power, to study the programmatic documents of parliamentary political parties. As a result of the study of the programs of the parliamentary political parties, were established: a) the programs of the parliamentary political parties do not contain express stipulations regarding the need for the territorial reorganization of the subnational public power; b) the problems regarding the functionality of the system of subnational public power authorities are very vaguely outlined; c) the ambiguity of the programs’ formulations of the political parties regarding the functionality and territorial dimension of subnational public power cannot provide a solid political, ideological or theoretical basis for the implementation of the reorganization of the existing system of territorial organization of the subnational public power; d) there are no convincing premises and no political will to achieve in the following years a territorial reorganization / reform of subnational public power, carefully reasoned and theoretically substantiated. |
