The present study aims to examine some issues regarding the consolidation of the good governance system of the Republic of Moldova in the context of the pandemic crisis by identifying hermeneutic landmarks and operational valences. It is argued that the act of governing is, in a general sense, carried out through various public institutions, either legislative, such as parliament, or the executive of national and local public administration (president, government, central self-government and local self-government), therefore by the entire national system of government. Particular attention is paid to identifying the types and / or forms of governance (institutional governance, functional governance, neofunctional governance, state-level governance, local governance). The study’s conclusions reiterate the idea that democratic governance means both strengthening the institutions of state power so that they adapt to changes in political, economic and social life, and promoting political democracy, which would lead to accountability of political decision-makers during the the act of governing, especially in the context of the pandemic crisis. |
