Each historical epoch and each political regime from country to country faces corruption
phenomena that depend on specific norms, values and institutions that form the basis of the
political organization of society. In the majority developing countries corruption was a direct
product of the modernization process due to the economic life of new groups until then excluded
from the power witch tried to ensure access to economic resources and political controls
by corrupt means. Therefore, as long as the „fight against corruption” will be more a political
slogan and its center of gravity will be placed on lower levels of performance, the prevention and
elimination of this phenomenon are illusory.
