This scientific article reflects the author’s opinion on the need to introduce new measures to protect the right to freedom of expression on the Internet. The study aims to explain several aspects related to the realization of this right through the Internet, such as the following: whether the global information network is a part of media; whether it is important that freedom of expression be restricted or not on the internet; whether it is necessary to provide in the legislation the responsibility of the owners of information resources for the information posted on these means; how to counteract the spread of extremist information, information with limited access, as well as information banned on the Internet, etc. In the author’s view, if the activities of placing information on certain web-sites about an individual’s private life, his personal data and qualities are not clearly regulated, it is impossible to fully achieve freedom of expression without harming the individual’s rights, his honor, dignity and reputation.
