In the following article, the authors set out the fulfillment of the principle of responsibility – a basic criterion for modernizing public administration in the context of European integration, which is set out in the public administration reform strategy for 2016-2020. In this context, authors characterize the legislation and literature devoted to the issue addressed in some EU States and in the Republic of Moldova, in terms of comparative law, the authors draw conclusions highlighting some proposals for improving this process and various opinions of different authors. It is noted that a number of attempts have been made at national and international level to create an unified EU system of implementation by various forms of liability one of them being civil. |
