The present scientific approach is dedicated to the right to water - a fundamental human right, considered an indispensable component of human life and dignity. In the opinion of the authors, the scientific debate on this subject is determined, to a large extent, by the poor quality of water resources in the Republic of Moldova, where in the last decades the problem of pollution of surface water and phreatic water, artesian waters is more and more current, but also by the need designing actions to improve the situation in the field. An important factor in this aspect is also the legislation of the Republic of Moldova, which does not impose clear obligations on public authorities to guarantee both qualitatively and quantitatively the population’s access to quality drinking water. The authors qualify the access to qualitative drinking water as one of the indispensable elements of the right of any person to a standard of living corresponding to ensuring health. The right to water is also qualified as one of the indispensable conditions for the exercise of several rights enshrined in international human rights instruments. In order to ensure the population with sanogenic drinking water, the authors plead for the harmonization of the normative framework and the need for coordinated multisectoral interventions by decision-makers at the national level, including the revision of the Constitution of the Republic of Moldova. |
