In this article we will conduct a study on skills and decisions of international organizations. Competence of the international organization is determined by the memorandum or other international agreements and carries a conventional character. Regarding the decision, it is an expression of the will of States Parties to the competent body of the organization in accordance with the procedural rules and provisions of the Statute organization. The formation process of decision depends on several factors: the articles of the statute, charter, constitution, the rules of procedure, the organ composition, arrangement of political forces in the organ.
