This article analyzes the process of elaboration and implementation at a national level of a viable politic son preventing and combating terrorism in all its forms and manifestations. Being part of the context generated by the measures on combating terrorism initiated by the international community, the Republic of Moldova formulated legislative and administrative measures based on the political, social and economic actuality, as well as on specific character of threats and vulnerabilities towards security, freedom and national values. At the same time, taking into account the perspectives of the harmonization of the national legislation at European and international standards within preventing and combating terrorism in accordance with the provisions of the Republic of Moldova – European Union Action Plan and of the Individual Partnership Action Plan (IPAP) Republic of Moldova – NATO, we analyzed the strategies of the Republic of Moldova State Security Services which imply the creation of an extensive and unique legal framework, that would correspond to the requirements imposed by the evolution of the terrorism phenomenon at the global level.
