Sovereignty, talks about one final source of political authority – the people that have a sovereign right to exercise power belonging to them. Since the sovereignty is a right, a capacity of a politically organized human collectivity, there must be some rules according to which it is exercised. The establishment of a political pluralism and transparency makes the political power cross all segments of social structure in a mechanism required to operate on the basis of legitimacy and freedom. Exclusion of political pluralism, transparency would lead inevitably to the abolition of democracy and to the establishment of authoritarian regimes.
