The level of technological change in an economy is considered the most important indicator for assesing the level of economic growth. Beside this, the competitive development of firms and industries as well as the evolution of production processes is a result of technological progress. In this context, to ensure an optimal level of growth, it is imperative to ensure favorable conditions for technology development and promotion. R&D allows sufficient funds for generating new knowledge and developing creative ideas into products, processes and services which, in turn, boost economic growth should be a point of principle in policies to promote economic growth. Although this aspect of the R&D is present on the agenda of different governments, their actions do not always manage to be consistent with the real needs of businesses. Given that, internal sources are not, always, sufficient for such activities, or potential inventor does not want to risk his personal funds and need to access external sources that do not always are the best alternative.
