Rezumat

Below article analyses the impact of globalization processes on the democratic transformation from Republic of Moldova. After mentioning both the role of the domestic and foreign factors in the process of democratization, the author emphasis the importance of external factor on democratic transition of Newly Independent States, like Moldova. Because of the difficulties these states are facing, including the dominant role of Russia on theirs politics, establishment of new stability and security regional framework, assertion of democratic values and free market economy as main pillars of accepting or rejecting a new state from international community, and finally, the enlargement of European Union, the author make reference to three known concepts of J.J.Linz and A.Stepan regarding the role of regional hegemon, zeitgeist and diffusion as describing the influence of globalization on democratic evolution of Republic of Moldova. While the Russia was acting like a regional hegemon, imposing its interest on this area by producing insecurity and tolerating military conflicts, the assertion of democratic values after the end of Cold War was seen as a zeitgeist, that multiply and impose new rules on international arena, limiting the suveranity of states in case that regards preservation of human rights and democratic freedoms in the world. This is the case of Moldova too, in each both the Council of Europe, European Union and OSCE played an important role on promotion and respecting democratic values and resolution of many major problems of Moldovan transitional society. In what regards the diffusion effects, it is mentioned the recent and upcoming efforts of Moldovan Government in harmonization of domestic legislation to the aquis communitaire European.
