Rezumat | ||||||
One of the most difficult problems in environmental law is the movement of wastes, in particular dangerous wastes, across borders. “Transboundary movement” means any movement of hazardous wastes or other wastes fro an area under the national jurisdiction of one State to or through an area under the national jurisdiction of another State or to or through an area not under the national jurisdiction of any State, provided at least two States being should be involved in the movement.1 For many states is difficult to locate new sites for waste’s disposal and it is not easy to construct new treatment facilities. The best solution for them and most of time the less expensive on is to send the wastes to a foreign country, but this involves issues of technical, economical, legal and social. |
