The work analyzed in the article represents the culmination of the theoretical and practical creation of the great constitutionalist scientist Constantin Stere on the constitutional subject, which should secure the functioning of a democratic constitutional regime of a state of law in a society. It represents a project of constitution, which had to be presented for debates in the name of Peasants Party in the process of elaboration and adoption of the Romanian Constitution of the year 1923, preceded by setting forth the motives profoundly scientifically reasoned. The ante-project heavily exceeded the social-political and economic relations, the constitutionalist worked and lived in. Some of his provisions have been realized only in the contemporary constitutional practice. The scientific and practical value of the work becomes apparent in the fact that in preamble Constantin Stere formulated his scientific concept as to the state of law.
