The employer emerged as a new, previously non-existent social actor relatively recently compared to other actors of social partnership in Moldova. For this reason, employers have not yet managed to fully consolidate their position as a reliable social partner in the labour market. In this respect, a comprehensive analysis of the legal norms governing employers’ activity is of particular importance as it might shape a new vision towards developing more effective employers’ organisations and hence, a more constructive dialogue between the social partners. |
