Creating an efficient public administration is conditioned by the existence of highly qualified human capital, and this desideratum is possible when the human resource management system is well developed, providing an adequate level of financial and non-financial motivation for civil servants, according to merit and opportunities continuous development of professional skills. Civil servant is the key-factor in creating a modern public administration. |
