Rezumat | ||||||
Rights and freedoms, in particular individual ones appeared as safeguards of the individual against arbitrary government introduced for the first time in the Universal Declaration of Human Rights and of the Citizen in 1789. Fundamental rights are essential to human development. Due to their significance within the society, fundamental rights and freedoms are enshrined in constitutions and are intended for protection of basic rights of citizens gained during human evolution, hereby each of them was acquired at a particular stage of its development. In this sense, the right of a person aggrieved by a public authority has become a fundamental right within the guarantees of rights alongside the right to petition, which, incidentally, is in a strong correlation there to. |
