The democratization of social life and the trends towards the EU conditioned the multiple amendments to the laws of the land, even if there were not given in consideration a lot of issues as: climate in the territory of the Republic of Moldova, owners’ age, procedural aspect of examination and implementation, etc., has not been taken into consideration. Moreover, the process of imposing „harsh” fines on landowners, as suggested by the Ministry of Agriculture and Food Industry, and for cleaning the lands in their property, should pass the „corruption test:” Another aspect of this problem is that such sanctions established by law may have the effects suggested by the Ministry of Agriculture and Food Industry. As a result of the sanctions which may be imposed on farmers as landowners for their negligent soil cultivation, one of the effects may be transmitting abandoned plots to Land bank to be administered; such plots may be regained by means of paying the maintenance fee. |
