Usually the effects of economic and financial crisis are so important that all economic and social parameters are trapped in a negative area with even worse premises for the future. Personal incomes and employment are the most important social parameters that suffer the most. Thus, in the literature and in practice, in order to reduce the adverse evolution of output and business cycle, there are new and increasingly visible presences that use the automatic stabilizers, especially the fiscal-budgetary ones. In bad times, in order to support consumption the unemployment compensation is increased, taxes on income are decreased, the tax system is directed to a progressive tax system, and generally the state tries to restrain economic pressures on employees, on the elderly and on disadvantaged groups. Thus, the stabilization function can be done on a discretionary basis or, on the contrary, without an explicit intervention of the state - by using automatic stabilizers, especially the fiscal ones, and within them mostly of the social ones, such as social benefits. Considering that negative cyclical development of the economy can be mitigated by fiscal and social tools, the article analyses social security benefits evolutions in report to the GDP and other social and population indicators in Romania and in few other EU countries in order in order to highlight the stabilization ability of this instrument. |
