Rezumat

Among the priority tasks of Ukraine’s socio-economic policy is managing dynamic and structural characteristics of the employment of the population. This, in turn, actualizes the necessity for scientific support of the monitoring of processes taking place on the labor market, for developing proper influence measures and for improving the regulatory instruments. Obviously, strategic management and tactical planning should not be intuitive, but based on data analysis. The main empirical base that allows estimating the magnitude and qualitative parameters of the workforce (its educational and professional qualifications, and competence characteristics) and analyzing Ukraine’s labor market is the data of population surveys on economic activity (the EAP survey). It should be reminded that in 1995–1998 the EAP survey was conducted in Ukraine every year, in 1999-2003 – quarterly, as since January 2004 it has been part of routine procedures of the monthly government statistics. Therefore, it is exactly from 2004 to the present day, that, using mathematical methods, the long term trend of employment dynamics was defined, the depth of the changes in sectorial, professional and educational distribution of the workforce was assessed, and the interrelation between the changes in the national economy and the labor market was described. The results of the data analysis allowed formulating some conclusions as to the strategy of regulation of employment in the context of the problems of modern socio-economic policy in Ukraine.
