At the beginning of library reform in Moldova there was a paradigm shift in the librarian science of our country. In the last decade of the XX century the bibliologic paradigm was challenged. In its place, new paradigms were set up within the speciality department of the SUM (on the basis of the programme of the Bologna Process), and within the library community (particularly on the basis of the American model). Currently there are no fully functional scientific paradigms in this area. The situation could be overcome through implementation of a national effective strategy: i.e. the completion of the formation of a university library paradigm, and the implementation within the SNB of the paradigm of research programs created by I. Lakatos.
