The modern economy asks for increased capacity to regional competitive development. In this idea regional agglomeration gives a number of opportunities. The paper analyzes different views about innovation as a strategy of local development. The paper argues the necessity to implement innovative principles of local development according to the European experience the less developed EU regions are not able to settle the funds for local development because of insufficient abilities of local enterprises to use them efficiently. The less developed regions are characterized as separated segments with few communication and low interest for innovation. As the result of investigations the author proposes a methodology to find the main indicators of local innovative milieu an synergy.
