The quality of European integration it depends on the way of managing steps undertaken by the authorities during the process of EU pre-accession at macro (national policies) and micro (local development). In the case of Republic of Moldova the reflection of European integration process, both internally
and externally is based on macro actions. "Measuring" quality of European integration is seen rather macro: based on the reforms in the field of human rights, justice, approving technical or economic standards or border control. But why is Moldova's European integration process reflected namely from this view? The answer is to be found in the disparity (inequality, difference) of these two levels (national and local) in the process of European integration. The core idea of the article “The quality of European integration vs. Community development” is that at local level the quality of European integration
can be achieved and measured by the dynamics of community development. Thus, by promoting the principles of community development to be ensure the quality of European integration at local level trough: civic participation and involvement of all stakeholders in decision making process, preparing to absorption
EU pre-accession funds, reducing inequality of internal living standards at the EU countries by providing quality services. |
