Current efforts to develop or strengthen social cohesion are derived from a complex framework of indicators, elements and factors, which characterize society and social realities. This complex ensemble engages responsibility for the elaboration of a model of social cohesion with a perspective for the society development. We believe that such a process should take into account human rights and freedoms, whose standards can contribute to social cohesion. Thus, in this article, we aim to define the relationship between rights and freedoms and social cohesion. This approach also emphasizes rights, freedoms and citizenship education that is inclusive and capable of promoting social cohesion.
